(1) Vendor needs to provide residential permit parking program services to the government authority located in East Palo Alto, CA.• Evaluate existing residential on–street parking conditions and parking utilization throughout the city.• Identify neighborhoods where parking demand may warrant implementation of permit parking regulations, in accordance with the adopted ordinance.• Recommend permit parking area boundaries and enforcement periods.• Consider equity, neighborhood characteristics, and potential parking spillover effects.• Engage residents and stakeholders throughout the study process.• Provide recommendations and implementation guidance for future administration of the residential permit parking program.(2) All questions must be submitted no later than July 21, 2026.
