Recruitment of Third Party Monitoring Agent under Framework Agreement — Regional Emergency Preparedness & Access to Inclusive Recovery Project

REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FRAMEWORK AGREEMENT – FIRMS SELECTION) Regional Emergency Preparedness and Access to Inclusive Recovery (REPAIR) Program Multiphase Programmatic Approach (MPA) Loan No./Credit No./Grant No.: TF0C5097-3E Assignment Title: Third-Party Monitoring Agent (TPMA) for the REPAIR Program - Framework Agreement Reference No. (as per Procurement Plan): MZ-REPAIR-549332-CS-QBS ARC Ltd, acting on behalf of the participating countries, has received financing from the World Bank toward the cost of the Regional Emergency Preparedness and Access to Inclusive Recovery (REPAIR) Program, and intends to apply part of the proceeds for consulting services. The consulting services ("the Services") consist of engaging one or more Third-Party Monitoring Agent(s) (TPMA) to: (i) verify that funds disbursed under REPAIR's Regional Climate Risk Fund (RCRF) financial instruments, following an eligible shock activation, are used by Delivery Channels for their intended purposes and reach targeted beneficiaries, in compliance with the REPAIR Governance Framework; (ii) confirm compliance of the activities implemented by Delivery Channels with the World Bank Environmental and Social Framework and applicable national regulations; (iii) evaluate the impact of the response on selected beneficiaries; and (iv) document lessons learned and recommendations to strengthen future REPAIR activations. Services will be delivered across up to eight participating countries (Mozambique, Madagascar, Comoros, Burundi, Angola, Malawi, Zambia, and Seychelles) under a Framework Agreement with an initial term of two years and renewable based on performance. During the framework term, the selected Firm(s) will submit technical and financial proposals in response to country-specific call-off orders issued following individual REPAIR activations. The Terms of Reference (TOR) for the primary procurement stage for the assignment are attached to this request for expressions of interest. ARC Ltd now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: 1. Internationally recognized expertise in financial auditing of public institutions and in environmental and social (E&S) monitoring and auditing, evidenced by recognized professional certifications in auditing and financial management and demonstrated fluency in applicable international or national auditing standards. 2. At least 10 years of proven experience in financial management, E&S monitoring, and operational auditing in Sub-Saharan Africa, including in contexts of fragility and crisis response, with a minimum of two completed Third-Party Monitoring Agent (or equivalent third-party monitoring) assignments. Experience in disaster response will be considered a competitive advantage. 3. Demonstrated organizational capacity to deliver assignments across all eight REPAIR countries (Mozambique, Madagascar, Comoros, Burundi, Angola, Malawi, Zambia, and Seychelles); consortia of firms are encouraged to apply to achieve the required geographic coverage. 4. Demonstrated ability to mobilize experts fluent in English, French, and Portuguese across all REPAIR countries. This is a mandatory requirement; single firms or consortia that cannot collectively demonstrate full trilingual operational capacity will not be considered for the Framework Agreement. 5. Demonstrated knowledge of the World Bank's fiduciary and environmental and social frameworks, evidenced by at least one completed assignment under a World Bank- or donor-financed project within the last seven years. Key Experts will not be evaluated at the shortlisting stage. The shortlist will contain 5 to 8 firms. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank's Procurement Regulations for IPF Borrowers, first published in July 2016 and revised in September 2025, Seventh Edition ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest. For the purposes of this assignment, a conflict of interest exists where a firm, consortium member, or any of their proposed key personnel has a financial, contractual, institutional, or other relationship - whether current or recent - that could affect, or be reasonably perceived to affect, their ability to carry out this assignment with full independence, objectivity, and impartiality. This includes any ongoing or recent engagement with the Ministries of Finance and Planning, delivery channel operators, project contractors, or other entities directly involved in the implementation of the REPAIR Program in any of the eight participating countries. Interested firms are requested to identify and disclose, as part of their Expression of Interest submission, any actual or potential conflict of interest relevant to this assignment and to indicate how such conflict has been or could be mitigated. Any undisclosed conflict of interest identified at any stage may result in disqualification Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Framework Agreement arrangements described in the Procurement Regulations and to be specifically set out in the Request for Proposals.
