MB-10356 - USA (Texas) - Third Party Administration (C-TPA) Services for Drug and Alcohol Collection/Testing Services - Deadline August 20,2026

(1) Vendor needs to provide third party administration (c–tpa) services for drug and alcohol collection/testing services.– Which includes Non–DOT / DOT random pool selections, specimen collection and record management of city’s alcohol and drug program records.– Administer the city’s drug and alcohol testing programs processes and related services including but not limited to the development and maintenance of a certified and/or proprietary computerized random selection software system process, monitoring of the collection and testing services, in coordination with the city through the designated employer representative (der), ensuring confidentiality and security of testing data and activities and record management of the city’s drug and alcohol testing program.– Develop and maintain a project schedule timeline flowchart that includes all city requested services. C–TPA shall review project schedule on a periodic basis with the City (DER) throughout the project period and will make modifications as needed to ensure all requirements are met– Establish procedures to separate alcohol and drug testing forms that may arrive together from lab including establishing separate addresses for the receipt of alcohol and drug testing forms to ensure privacy and confidentiality of personal identification test records– Provide City access to database records, scanned records, and all records related to this project including individual test results, both positive and negative as requested.– Maintain TPA, alcohol and drug testing and training records retention requirements.(2) A pre–submittal conference will be held on August 6,2026.
