(1) Vendor needs to provide comprehensive plan services to the government authority located in Quincy, IL.– Create a new 20–year comprehensive plan, which would include an updated Neighbourhood Land Use Plan, an updated/modernized zoning code (Chapter 162) and an updated zoning map– Modernize its regulatory framework to support sustainable growth, streamline development reviews and reflect modern planning practices, emerging trends in land use and the evolving needs of the region.– Consolidate and reconcile all previously adopted smaller–scale planning exercises and zoning amendments into a single modern, usable document that addresses outdated provisions and creates a user–friendly comprehensive plan that supports city long–term growth and aligns with the uniqueness of our community, emerging trends and best planning practices.(2) All questions must be submitted no later than July 1, 2026.
