(1) Vendor needs to provide compensation and benefits study service to the government authority located in Portland, ME.• The consultant shall conduct a comprehensive classification, compensation and benefits study for municipal employees and assist the Town in developing a modern, equitable, and competitive compensation structure.• The purpose of this project is to:• Evaluate the competitiveness of the Town’s compensation and benefits programs;• Ensure internal equity among positions;• Review current job classifications and organizational structure;• Identify compensation compression or inequities;• Assist the Town in attracting and retaining qualified employees;• Develop an updated wage grid/pay plan that appropriately rewards longevity, performance, and professional growth;• Provide recommendations for implementation and long–term maintenance of the compensation system; and• Ensure the compensation system aligns with the Town’s and financial capabilities.• Provide education and training to Town staff regarding wage grid administration, implementation, and long–term benefits.– Project Initiation and Planning• Conduct a project kickoff meeting with Town administration;• Review project objectives, schedule, and communication expectations;• Identify data needs and establish project milestones;• Develop a detailed work plan.– Review of Existing Classification System• Review current organizational structure and position classifications;• Evaluate job descriptions for accuracy and consistency;• Recommend revisions to job classifications where appropriate;• Identify positions that may be improperly classified;• Compensation Analysis• Evaluate the Town’s current wage structure;• Analyze internal equity among positions;(2) The contract period will be for one year.
