Specific Procurement Notice – Request for Proposals without Prequalification Request for Proposal Information Systems (Design, Supply and Installation) (Without Prequalification) Purchaser: Ministry of Environmental Protection and Agriculture of Georgia (MEPA) Project: Georgia Resilient Agriculture, Irrigation and Land Project (GRAIL) Contract title: Design, Development, Integration, Migration, Testing, Deployment, and Support of the Preferential Agro-Credit Project System (PACPS) Country: Georgia Loan No: 9504-GE RFP No.: GRAIL/G/RFP/03 Issued on: October 02, 2026 1. Georgia has received financing from the World Bank toward the cost of the Georgia Resilient Agriculture, Irrigation and Land Project (GRAIL), and intends to apply part of the proceeds toward payments under the contract for the Design, Development, Integration, Migration, Testing, Deployment, and Support of the Preferential Agro-Credit Project System (PACPS). 2. The Ministry of Environmental Protection and Agriculture of Georgia (MEPA) now invites sealed Proposals from eligible Proposers for the design, development, integration, migration, testing, deployment, and support of the Rural Development Agency's Preferential Agro-Credit Project System (RDA-PACPS). The Rural Development Agency (RDA) is a state agency under the Ministry of Environmental Protection and Agriculture of Georgia (MEPA), which is responsible for the administration of the “Preferential Agro-Credit Project.” The Project provides access to loans and leasing products by subsidizing the interest rates. The proposed PACPS will support RDA and MEPA in administering the Preferential Agro-Credit Project on a fully digital, centrally governed, and auditable basis. The system will comprise a Core Case Management System, a Transactional and Financial Reconciliation Module, an API and Integration Layer, and a Financial Institutions Portal, and will enable structured, API-based and portal-based interoperability with participating financial institutions (banks and leasing companies) and relevant state registers. The installation, configuration, and full operational acceptance of the system shall be completed within twelve (12) months from the Effective Date of Contract, followed by an eleven (11)- month warranty. The Project implementation will take place in Tbilisi, Georgia, primarily at MEPA’s and RDA’s central offices, with remote access and integration points across participating agencies. 3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, September 2025, (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 75 % and for Bid cost: 25%. 5. Interested eligible Proposers may obtain further information from the Ministry of Environmental Protection and Agriculture of Georgia (ME PA) and inspect the request for proposals document during office hours 10:00 to 17:00 hours at the email addresses given below iosebtchonkadze@gmail.com ; mariam.bakhtadze@mepa.gov.ge; rusudan.manjgaladze@mepa.gov.ge; 6. The request for proposals document in English may be requested by interested eligible Proposers upon the submission of a written application to the email address below. The document will be sent in an electronic format, free of charge. 7. Proposals must be delivered to the address below on or before November 16, 2026, 12 hrs. local time . Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on November 16, 2026, 12 hrs. local time . The Proposers may attend the opening online as specified in ITP 26.1. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening. 8. All Proposals must be accompanied by a Proposal-Securing Declaration. 9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document. 10.
