(1) Vendor needs to provide learning and employment record solution to the government authority located in Texas.• A comprehensive, learner centered platform that enables students and lifelong learners to understand, document, demonstrate and leverage their knowledge, skills, competencies and achievements to support career success, workforce readiness, and economic mobility.• Providing an integrated ecosystem that connects academic accomplishments, co–curricular experiences, workforce relevant skills, career pathways and employment opportunities within a secure, learner–controlled environment that supports lifelong learning and skills–based advancement.• Support Comprehensive Learner Records (CLR) and Learning and Employment Records (LER).• Aggregate and display verified learner achievements from institutional and external sources.• Manage and display skills, competencies, badges, certifications, licenses, internships, apprenticeships, work–based learning experiences, and other achievements.• Provide configurable frameworks for skills, competencies, learning outcomes, and achievement taxonomies.• Provide governance capabilities to manage, validate, approve, and maintain learner achievements, skills, competencies, and credentials.• Secure APIs and integration capabilities• Provide robust interoperability tools to bulk–import, migrate, or seamlessly reissue existing digital badges previously managed under platforms such as Parchment Digital Badges.• Dashboards, analytics, and reporting• Outcome tracking for learner and workforce success• Real–time dashboards, scheduled reports, ad hoc reporting, and metrics• Report customization• Program and workforce impact measurement(2) All questions must be submitted no later than July 29, 2026.
