(1) Vendor needs to provide student transportation assessment and review service to the government authority located in West Columbia, SC. – Provide an evidence–based analysis of current operations, organizational sustainability, financial performance, workforce capacity, legal considerations, and transportation delivery alternatives.– A comprehensive assessment of the statewide student transportation system and evaluate alternative transportation delivery models for charter schools and other eligible student populations. • Governance and Strategy: – An independent evaluation of the office of transportation’s governance, operational performance, asset management, workforce sustainability, and financial health. – Governance and strategic alignment assessment• Assets and Infrastructure:– Analyze fleet age profile and lifecycle replacement alignment against agency replacement guidelines (typically 12–15 years for diesel school buses).Assess adequacy of current fleet replacement strategy relative to available state funding.
