(1) Vendor needs to provide medicare exchange services to the government authority located in Henrico, VA. – Provide a private medicare exchange model through which the agency’s medicare eligible retirees may purchase medical and prescription drug coverage for themselves and their eligible dependents. – Provide comprehensive, ongoing retiree support services across the full coverage lifecycle, including: personalized needs assessment and plan selection, enrollment processing and confirmation, proactive annual outreach and support during the medicare, assistance with qualifying life events, provider and prescription coverage verification, resolution of billing issues, claims disputes, and appeals, clear explanation of benefits and coverage, and direct carrier advocacy, including escalation and case management for complex issues.• Provide, facilitate, and manage enrollment in qualified health plans, including special enrollment periods.• Designate a point of contact within who will have day–to–day account responsibility, and who will be responsible for resolving problems, answering questions and expediting services related to the overall performance of the contract with agency.• Provide specific performance guarantees that include financial penalties for non–performance.• Offer dedicated toll–free phone number and consumer–facing website for agency’s medicare–eligible retirees.• Provide licensed, retiree–dedicated customer service representatives, trained and certified in medicare, who are available through multiple channels (e.g., phone, chat, online) to assist retirees.• Provide regular reports to the agency including information on enrollment completion reports.• Provide end–to–end administration of the monthly retiree supplement payment funded by the agency for eligible retirees, including management of the platform, or other funding mechanism.(2) All the questions must be submitted no later than September 2, 2026.
