(1) Vendor needs to provide bond counsel services related to issuance of debt instruments to the government authority located in Oakland, MI.– Legal services for the planning and development of proposed debt issues and the tax implications of the use of proceeds of those issuances, which includes any tax implications of projects being financed by the agency and drainage district–issued bonds.– Attending and participating in meetings for the development or sale of debt issues. Assist with the dissemination of information as determined by the agency and drainage districts as necessary.– Participating in legal or administrative proceedings in for the drafting and review of documents for authorization, sale, issuance, and delivery of debt instruments to ensure compliance with applicable federal and state laws.– Provide a schedule of events for timely issuance of debt instruments (e.g. revenue, general obligation bonds and notes); advise on procedures, required approvals, filings, potential cost–saving techniques, and other legal matters whether the financing is undertaken by competitive bid or negotiated sale.– Preparing trust indenture; escrow deposit agreement; trustee, registrar or paying agent agreements; and any other agreements or similar documents necessary, related or incidental to a debt offering.– Providing plans for the advertising and marketing of debt instruments.(2) All question must be submitted no later than September 16, 2026.
