[INDONESIA] Clean Energy and Power Trade Development in Southeast Asia Project of the Multi-Phase Programmatic Approach Accelerating Sustainable Energy Transition/MPA ASET Project/Grant No.: P181555 / IDA -E3430 Assignment Title: ASEAN Renewable Energy Project Database, Investment Assessment, and Derisking Financing Framework The ASEAN Centre for Energy has received financing from the World Bank toward the cost of the Clean Energy and Power Trade Development in Southeast Asia Project of the Multi-Phase Programmatic Approach Accelerating Sustainable Energy Transition/MPA ASET (P181555) and intends to apply part of the proceeds for Consulting Firm to Develop ASEAN Renewable Energy Project Database, Investment Assessment, and Derisking Financing Framework. The consulting services (“the Services”) include a Team of experts for conducting the consulting service for the ASEAN Renewable Energy Project Database, Investment Assessment, and Derisking Financing Framework. The objective of this service is to diagnose RE financing barriers and formulate practical de-risking strategies across 11 AMS. Specifically, the assignment will deliver three primary outputs, namely: (a) an Enhanced the ASEAN RE Project Database, (b) Develop the RE Project Database and Investment Assessment, and (c) Formulation of the ASEAN Derisking Playbook. The ASEAN Centre for Energy now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and experience to perform the Services. The shortlisting criteria are: The firm shall demonstrate proven records of delivery for similar tasks/products within the ASEAN region or one of the ASEAN countries, over the most recent five years. The firm is expected to mobilize a multidisciplinary team with the appropriate qualifications and experience to carry out the assignment effectively, at a minimum, (a) Team Leader/RE Policy (b) Lead RE Project and Data Analyst (c) RE Finance & Investment Risk Specialist. Key Experts will not be evaluated at the shortlisting stage . The approximate duration of the contract will be 10 (ten) months from the date of the contract signing, estimated August 2026. This timeline is an estimate and may be subject to adjustment. The detailed TOR for the assignment is attached to this Request for Expression of Interest or can be found at the following website: https://aseanenergy.org/opportunities/procurement/technical-consultant-for-asean-renewable-energy-project-database-investment-assessment-and-derisking-financing-framework The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in sixth edition dated February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
