Description

(1) Vendor needs to provide address management and sub–addressing feasibility study service to the government authority located in Windsor, CT. – Conduct a feasibility study focused on the agency’s addressing and sub–addressing framework. – The purpose of this project is to assess the current state of the agency’s address records, identify gaps and inconsistencies and develop a practical, standards–based framework for how authoritative address data should be structured, governed, maintained and implemented. • Existing conditions review: review existing agency datasets, records, workflows, and policies related to addressing, including any available GIS, assessor, planning, permitting, and public safety–related address information.• Gap and scale assessment: estimate the approximate scale of the issue.• Address structure and data model recommendations: evaluate and recommend a logical framework for organizing and managing authoritative municipal address data and related sub–address information.• Systems compatibility and integration assessment: evaluate the compatibility of recommended address structures, standards, and workflows with the municipal systems that currently consume, produce, or depend on address data.• Governance and workflow recommendations: recommend a governance model for authoritative address management.  • Implementation roadmap for future phase 2: prepare a conceptual roadmap for a future implementation phase.• Project goals:– Evaluating the extent of missing, incomplete, or inconsistent address and sub–address data.– Identifying how address data issues affect municipal operations, administration, permitting, records, emergency response and system integration.– Evaluating alternative approaches to determine the most appropriate structure for authoritative address records.– Recommending a scalable and maintainable logical framework for organizing, governing, and managing address information over time.– Developing standards and workflows for address representation, quality control, interpretation consistency, and ongoing maintenance. – Recommending a conceptual framework for how authoritative address records may support future operational datasets and Master Address Table (MAT) workflows.(2) All the questions must be submitted no later than July 7, 2026.
