(1) Vendor needs to provide bond rating and related professional services to the government authority located in Ohio. • Consultant with demonstrated experience advising public housing authorities, state or local governmental entities, affordable housing organizations, and other public–sector issuers regarding credit ratings, debt capacity, capital planning, financial management, and access to the municipal capital markets.• Comprehensive credit–rating readiness assessment.• Preliminary credit assessment and rating–range analysis.• Peer and comparable issuer benchmarking analysis.• Written identification of credit strengths, weaknesses, risks, and opportunities.• Recommended corrective–action and credit–improvement plan.• Debt–capacity and capital–planning analysis, as appropriate.• Recommended rating–agency strategy.• Rating–agency presentation and supporting materials.(2) The contract period will be one year.
