EXTRA-79021 - USA (Little Rock, Arkansas) - Development Consulting and Acquisition Advisory Services - Deadline December 18,2026

(1) Vendor needs to provide development consulting and acquisition advisory services to the government authority located in Little Rock, AR.– Program Feasibility and Strategy▪ Inventory the public housing funds available for the acquisition, identify the source of each (including any Demolition and Disposition Transitional Funding attributable to the demolished property), and state the obligation and expenditure deadline applicable to each;▪ Deliver a written go/no–go report with a recommendation, the supporting analysis, an acquisition budget for the program including relocation and third–party report cost, and a critical–path schedule.– Major Acquisition: Property Identification, Underwriting, and Advisory▪ Assess the occupancy of each candidate — household income profile, lease terms, and the number of households who would not qualify for public housing — and quantify the resulting relocation exposure before the Agency makes an offer;▪ Underwrite each candidate: rent roll and trailing twelve–month operating statement analysis, market rent and vacancy analysis, operating expense normalization, and a ten–year pro forma on public housing operating subsidy assumptions.– Major Acquisition: Due Diligence Management and Closing▪ Coordinate the Agency's counsel, title agent, closing agent, lender, and relocation provider, and run a weekly closing call;▪ Advise on price or terms adjustments warranted by due diligence findings, and support renegotiation;▪ Review the settlement statement and closing package before closing and report any discrepancy; and▪ Deliver a complete closing package to the Agency within fifteen (15) business days after closing.– Major Acquisition: Transition to Public Housing Operations– Conversion Application Support (Optional)(2) All question must be submitted no later than November 23, 2026.(3) Contact period will be for one year.
