(1) Vendor needs to provide turnkey development partner service to the government authority located in Fort Wayne, in. • Provide professional services such as environmental, architectural, engineering, marketing, accounting, and legal, as needed.• Hire the general contractor and all trades.• Arrange financing and provide all required guarantees through conversion which exceed those which can be provided because of its non–profit and governmental status.• Assist with the low–income housing tax credit application, federal home loan bank, and other applications as needed.• Assist in developing training and employment opportunities.• Develop a cost–effective construction strategy and implementation schedule.(2) All the questions must be submitted no later than November 9, 2026.
