(1) Vendor needs to provide capital readiness advisors services to the government authority located in WA. – Provide technical assistance, peer learning and individualized support to recipients of the grants. – Work collaboratively with agency and, as appropriate, the other capital project readiness advisors to support a shared cohort of approximately 20 grantees.– Provide the cohort with access to different areas of specialized expertise while allowing agency to connect individual grantees with the advisor whose knowledge and experience are most relevant to an identified need.– Services will emphasize practical, individualized guidance that helps grantees strengthen organizational and project readiness and advance early–stage capital projects toward implementation.• Orientation, planning and readiness review:– Review relevant information about participating grantees to understand capital project stages, organizational capacity, readiness barriers, and anticipated technical assistance needs.– Help agency identify common needs, potential cohort learning topics, and opportunities for individualized assistance.• Cohort learning and peer support:– Helping identify and prioritize cohort learning topics.– Participating in planning selected cohort sessions.• Individualized capital project readiness advising: Individualized consultation, coaching, and advising will be the primary component of the contractor's work.• Resources, referrals and connections: Identify and share practical resources that can help grantees strengthen capital project readiness.• Program learning and final recommendations: Help commerce understand recurring capacity and capital project readiness needs identified through the work.(2) All the questions must be submitted no later than October 28, 2026.
