Strategic Planning Consultant Services

The City of Lebanon, through its Strategic Plan Task Force (SPTF), invites Requests for Qualifications (RFQs) from consultants with experience in municipal strategic planning, public engagement, facilitation, analysis, and implementation. The Lebanon City Council established the Strategic Plan Task Force to define and guide the process for revising and refining the City’s Strategic Plan, and to deliver a recommended scope, process, and consultant recommendation no later than November 30, 2026. This RFQ will inform those recommendations by identifying available consulting expertise, approaches, capacity, and planning-level costs. The Task Force will also identify qualified firms for consideration by the Strategic Plan Committee, which is anticipated to begin work in January 2027 and complete its work by Aug 1, 2027. No contract will be awarded through this RFQ. Any subsequent consultant selection or contracting process will be conducted in accordance with applicable City procedures and approvals. Inclusion on the recommended list does not guarantee a contract or constitute exclusive eligibility for a future solicitation.
