Vendor needs to provide growth management plan development service to the government authority located in Columbus, OH. – Develop a growth management plan in the southeast portion of agency. – The study will use the recently adopted growth strategy, current land uses, utilities, and proposed development activity as a basis and provide thoroughfare plan recommendations to create a connected roadway network and multimodal transportation system adequately accommodating growth demands. • Inventory and assessment of existing transportation/mobility infrastructure and systems including:– Public roads – Identify rights–of–way, cross sections, street classifications, pavement types/condition as well as connections and limitations of connections within and to the study areas.– Intersection control and lane configurations.– Pedestrian, bicycle, and transit mobility.• Maps or diagrams of a transportation plan illustrating proposed roadways, thoroughfares, bike paths and bus routes, according to the following criteria: – Improving East–West connections in the region.– Discouraging lane–widening as a solution for additional load of traffic. – Encouraging the use of roundabouts.– Presenting a phased order to construction, so that the project area can effectively be divided and prioritized into more manageable sections.• A report or written documentation regarding the following:– Relevant statistics and data used to support decision–making, average daily traffic and travel demand modeling.– Funding strategy and capital improvements program.– Assessment of how proposed plans may impact surrounding neighbourhoods and streets.– An analysis of zoning with regards to strengths and weaknesses of existing development regulations in achieving plan goals.– Connectivity policy, including development requirements to ensure cross–connectivity of new street systems and incremental construction of key thoroughfares through the private development process.
