Federal Transit Administration (FTA) GRANT TX-2019-005 Architectural and Construction (Design Build) Services to Finish Out the 1st Floor of the Edinburg Transit Terminal

The City of Edinburg (hereinafter referred to as “CITY”) is soliciting proposals from qualified firms for architectural design and construction services for the finish out of the existing Building B 1st floor of the Edinburg Transit Terminal (3,800 SF) to house the Edinburg Economic Development Corporation (hereinafter referred to as “EEDC”) and an office site parking lot. The RFQ/RFP is seeking services for concept/preliminary design, final design, bidding, construction, and construction management services. The selected firm/company will be encouraged to provide guidance, recommendations, and architectural design and construction services toward the finish out of the facility’s Building B’s 1st Floor that will best meet the needs of the community. At the present time, the City, EEDC, and LRGVDC, has identified the following goals: 1. The Transit Terminal Building B 1st Floor (3,800 SF) finish out should include additional office space to better accommodate current EEDC staff, future staff, and visitors. Other needs include additional meeting space/conference room, restroom facilities, employee breakroom/kitchen, storage, and new safety and security measures. The finish out should focus on relocating the EEDC into one area of the building to help facilitate better workflow and efficiencies. 2. A parking facility (Lot) with a capacity up to 100 parking spaces that meets all City Engineering Requirements. The Facility will need to have plenty of options of vehicle such as compact car, an SUV, or a larger vehicle to meet requirements for the public and employees in the following: i. Well-lit and Secure: have security measures in place to ensure a secure environment for vehicles. ii. Accessibility: Offer accessible parking spaces close to entrances for those with mobility challenges. iii. 24/7 Access: Parking lot to be accessible 24/7 to accommodate all schedule. 3. Upgrade the current’s pumping for the Elevator Sump Pump system to connect out to the existing drainage system. 4. The Transit Terminal Building B 1st Floor finish out should be designed to maximize functionality, durability, and account for and allow for any future growth. 5. The finish out should embrace sustainable design practices that emphasize energy efficiency.
