(1) Vendor needs to provide dining financial oversight and contract compliance consulting services to the government authority located in Bridgewater, MA. – Higher education dining services, financial analysis, contract compliance, operational accountability, & auxiliary enterprise oversight.– A comprehensive dining services program through a contracted food service provider.– Consultant shall serve as an independent advisor to the University and provide financial oversight, contract compliance review, performance monitoring, and strategic recommendations designed to promote responsible financial stewardship, operational accountability, and protection of university interests.– To assist the University in monitoring and evaluating the financial and contractual performance of its dining services operation through objective analysis, independent review, and actionable recommendations.• Review of monthly financial statements and supporting documentation. • Review of budget–to–actual financial performance. • Review of revenue performance including meal plans, retail dining, catering, commissions, o and other revenue sources. • Review of labor expenditures and labor utilization. • Review of food cost performance and trends. • Review of operating expense performance. • Review of contractor’s financial assumptions and projections. • Identification of significant variances, trends, and areas of concern. • Identification of opportunities for improved financial performance and cost control. • Evaluation of contractor compliance with financial reporting requirements. • Review of contractual financial obligations. • Verification of revenue–sharing and commission calculations. • Review of contractor reporting requirements. • Monitoring of performance guarantees where applicable. • Identification of potential compliance concerns. • Documentation of findings and recommended corrective actions. (2) A pre–bid conference will be held on September 17, 2026.(3) All questions must be submitted no later than September 21, 2026. (4) The contract period will be one year.
