(1) Vendor needs to provide human resources and risk management operational review, strategic planning and compensation study services to the government authority located in Houston, TX. – To evaluate HR and Risk Management operations, organizational effectiveness, workforce readiness, compensation practices, and strategic alignment. – To conduct a comprehensive review of the District’s Human Resources and Risk Management operations; evaluate organizational structure, staffing, processes, systems, service delivery, and workforce readiness; complete a districtwide classification and compensation study; and develop an implementation–ready strategic roadmap.– Must provide objective, evidence–based recommendations that improve organizational effectiveness, operational efficiency, employee service, workforce planning, compensation practices, risk management, data use, compliance controls, and long–term departmental capacity.– To conduct a thorough assessment of its Human Resources (HR) and Risk Management functions. – Includes evaluating organizational effectiveness, workforce readiness, compensation structures, and the alignment of HR strategies with the district’s overall goals.– This will include an analysis of organizational structure, staffing levels, existing processes and systems, service delivery models, and overall workforce readiness.– The consultant will also conduct a districtwide classification and compensation analysis and deliver a detailed, actionable strategic roadmap for implementation.– The consultant’s engagement must result in objective, data–driven recommendations to enhance organizational effectiveness, increase operational efficiency, strengthen employee services, support workforce planning, optimize compensation and risk management practices, improve data utilization, ensure regulatory compliance, and build sustainable departmental capacity over time.(2) All questions must be submitted no later than October 2, 2026.
