(1) Vendor needs to provide retirement fund investment advisory services to the government authority located in CA. – Provide consulting services for agency Deferred Compensation and Defined Contribution Plans. – Responsibilities will include evaluating investment policies, auditing plan performance, reviewing administrative practices, and delivering dedicated fiduciary education and governance support.• Investment policy and philosophy support:– Review agency’s investment philosophy and Investment policy.– Develop a refined investment philosophy responsive to modern market conditions and fiduciary obligations.– Document a formal governance process that complies with regulatory mandates and industry best practices.• Plan evaluation and performance review:– Evaluate plan documents, fund managers, and administrative processes.– Monitor investment options using both quantitative and qualitative criteria (e.g. peer rankings, risk, cost, style consistency).– Maintain an objective fund monitoring and replacement protocol tied to investment policy criteria.• Education services:– Provide quarterly education sessions tailored for both the Retirement Advisory Committee and employees.– Develop educational materials for plan participants.– Participate as an on–site or virtual subject–matter expert at the annual benefits fair.• Governance and meeting support:– Attend and actively participate in deferred compensation committee meetings.– Prepare structured agendas and comprehensive, legally defensible meeting minutes for committee records.– Provide meeting materials such as slide decks and performance reports at least five business days prior to meetings.(2) All the questions must be submitted no later than September 1, 2026. (3) The contract period will be for three years.
