REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) ANGOLA TERTIARY EDUCATION, SCIENCE, AND TECHNOLOGY PROJECT (TEST) Loan No.: IBRD-9617-AO Project ID Nº: P179154 ASSIGNMENT TITLE: TRAINING OF TEACHERS AND STAFF OF HEIS IN DIGITAL SKILLS Reference No .: 33/CS/C2SC3.A13.3/25 The Government of the Republic of Angola has received a loan of US$ 150 million from the World Bank (WB) and a donation of US$ 50 million from the Global Partnership for Education (GPE) to implement the TERTIARY EDUCATION, SCIENCE, AND TECHNOLOGY PROJECT (TEST). The Project is budgeted at and intends to apply part of the proceeds for consulting services for the Training of Teachers and Staff of HEIs in Digital Skills. The referred Project has the following objectives: (i) to improve the quality of student preparation to increase the total number of enrollments and expand opportunities for more equitable access; (ii) to improve the quality and alignment of curricula with the labor market and instruction in priority training areas; and (iii) to improve governance and management of the education sector. The consulting services ("the Services") include in an integrated and sequential manner, all activities necessary for operationalizing the National Strategy for Digital Skills Development in higher education, ensuring technical rigor, institutional participation, adaptation to the Angolan context, and long-term sustainability. The consulting service will have a maximum duration of six (6) months. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below. The TERTIARY EDUCATION, SCIENCE, AND TECHNOLOGY PROJECT (TEST) now invites eligible consultancy companies (“Consultants”) to express their interest in providing the Services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: The consultant can be a company or a consortium of companies and must demonstrate that it has: Specialized expertise in the field of digital skills; Prior experience in assessing and building digital skills within public and private sector organizations; Knowledge of the higher education landscape in Sub-Saharan Africa and PALOP countries is highly desirable. The firm must demonstrate proven experience in the execution of at least three contracts of a similar nature within the last five years, related to digital skills, digital transformation in education, the development of competency frameworks, or large-scale capacity-building programs. The consulting firm must propose a highly qualified multidisciplinary team with proven experience in digital skills, digital education, and institutional transformation in higher education. Key Experts will not be evaluated at the shortlisting stage. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations.
