The Government of Uganda, represented by the National Information Technology Authority - Uganda (NITA-U), has received financing from the World Bank towards the cost of the Uganda Digital Acceleration Project - Government Network (UDAP-GOVNET) and intends to apply part of the proceeds for consultancy services for Development and implementation of a capacity building program on the data protection and privacy act, cap.97. The consulting services (“the Services”) include development and implementation of a capacity building program on the data protection and privacy act, cap.97. The overall objective of the assignment is to strengthen institutional and stakeholder capacity for effective implementation, compliance, enforcement and oversight of the Data Protection and Privacy Act, Cap.97 through the development and implementation of a structured and sustainable Capacity Building Programme on the Data Protection and Privacy Act, Cap.97. The Implementation period of the assignment is seven (7) months from the effective date of the contract. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Shortlisting Criteria for the firm’s capacity and experience are: Demonstratable experience in development and implementation of capacity building programs within Government, Private and/or NGO sector. The consultant shall be required to present evidence of delivery of at least 4 similar assignments in the last two (2) years Submit the firm’s organogram to demonstrate the firm’s technical and managerial capability; Presence of appropriate skills among staff in the area of data protection, Team Leader, Legal Advisor in Data Protection, Training and Curriculum Expert and IT Security Expert. The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s ‘ Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services, Fifth Edition September 2023 (Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy.
