(1) Vendor needs to provide web–based sewer inspection software. – Provide, install, configure, and integrate a web–based, commercial off–the–shelf (COTS), certified Pipeline Assessment Certification Program (PACP), Manhole Assessment Certification Program (MACP), and Lateral Assessment Certification Program (LACP) software system. – Provide a web–based, vendor–hosted, subscription–based PACP/MACP/LACP certified software solution, provided by a company that is a member of the agency network.– The proposed software will replace the agency's current sewer condition assessment software and will support the agency's ongoing sanitary sewer condition assessment program.– Solution must be capable of loading, storing, organizing, and analyzing CCTV video and condition assessment data on a yearly basis, and of maintaining, viewing, and modifying ten (10) plus years of historical digital sewer condition assessment data, consisting of active data and archival data.• Ability for technical administrators to configure API Access within the application.• Provide separate and distinct environments for production and test/train.• Ability to integrate with common cloud–hosted data asset–management solutions.• Ability to configure roles and permissions.• Cloud–hosted SaaS applications should provide support for agency standard protections including: IP filtering, risk–based filtering, web application filtering, etc.• Provide a public portal that is integrated with all applicable applications.• Provide for multiple languages in the web–based self–service portal including but not limited to English and Spanish.• Provide functional online help documentation for system end users.• Ability to create comments on support requests visible only to internal users.• Ability to view support request history, including ownership changes and key fields such as user identity, IP, time, date, etc.• Provide cohesive training across multiple types of learning.• Software shall maintain and archive total assessment data in one database.• Provide online, on–demand training programs.• Provide live, 24/7 technical support via phone and online.• Software shall be vendor–hosted and subscription–based, requiring no local workstation installation.• Software shall integrate with agency CCTV trucks, onboard cellular internet for wireless transfer of inspection data to the agency network.• Support URL–based integration with agency–based GIS applications.• Provide asset–specific and survey–specific URLs for use in GIS pop–ups, attribute expressions, and dashboards• Software shall generate CCTV work orders.• Software shall allow viewing, modifying, and updating sewer assets in real time, in the office and in CCTV trucks• Software shall allow the agency to configure custom data retention policies by asset priority level.• Software shall provide live maps with asset information viewable within the CCTV truck(2) All the questions must be submitted no later than September 28, 2026.
