(1) Vendor needs to provide enterprise resource planning and utility billing system. 1. Replace agency’s current Microsoft GP application and add–on modules which are used for the core financial functions, purchasing and materials management and payroll. • Implement a modern Enterprise Resource Planning (ERP) application that provides excellent integration across all the modules and provides workflow and automation throughout the system to eliminate manual processes for recurring tasks. • The application should support out–of–box integrations whenever possible for things such as banking, federal forms, budget tools, warehouse barcode systems, etc.• Document retention capabilities should live throughout all modules and functionality with the ability to upload/import source documents and have native traceability into said documents.• The ERP modules that should be included:– General ledger– Accounts payable– Purchasing– Materials / Storeroom management– Fixed assets– Project Accounting– Grants and Grant Reporting– Business Analytics and Reporting2. Replace agency’s customer information and utility billing application with the accompanying service order field tools.• Provide modern application to handle their billing for all four utility services (electric, gas, water and wastewater), as well as the non–utility billing functions. • A highly functional user interface, with customizable views by user. • A powerful and flexible billing engine that will accommodate a variety of rate models for each of the utility services and can be configured by agency for future rates.• Excellent automation and workflow tools to minimize manual work• Integration with the metering systems for efficient billing and meter actions.• A customer portal where the customer can manage their account, make payments, and view their usage history, and is usable from both a workstation browser and mobile device• A tightly integrated, fast and flexible mobile service order tool that provides real–time updates back to the CIS/Billing system.
