(1) Vendor needs to provide financial advisory services to the government authority located in Windsor Locks, CT.– Develop a weekly airport finance update that provides insight into other airports securing bonding, bond market updates, rating changes and aviation industry news that would impact bonding.– Development of financial plans for the capital improvement program.– Evaluation of the financial feasibility of any proposed programs.– Evaluation of the use of alternate financing structures.– Participation in presentations, discussions and negotiations with insurers, rating agencies, investors and underwriters and others as determined.– Provision of regular and as–needed financial advice regarding market conditions and trends, financial products, credit and credit analysis, alternate financing structures, and special facility financing.– Structure, timing, and pricing of airport bond issues.(2) All the questions must be submitted no later than June 24, 2026.(3) The contract period will be for three years.
