(1) Vendor needs to provide satellite overlay network services to the government authority located in Christiansted, VI.– Develop planning, design, and documentation package for the satellite overlay network.– Provide continuity of communications through interoperability among existing Land Mobile Radio (LMR) systems, cellular networks, and satellite capabilities.– Intended design and performance expectations: Seamless roaming between LMR, cellular, and satellite; minimum uptime; latency thresholds; failover logic.– Land and parcel survey and analysis.– Network topology and IP addressing scheme.(2) A pre–bid meeting will be held on October 19, 2026.
