(1) Vendor needs to provide cooling water scarcity study services to the government authority located in Richmond, VA. • Project Management Plan (PMP).• Regulatory and legislative alignment review:– Review statutory requirements contained in this legislative action.– Identify regulatory frameworks governing water withdrawals, groundwater management, air permitting, cooling–technology approvals, and reuse/recycled–water systems.• Data center cooling technology assessment:– Evaluate the technical feasibility, water savings, energy implications, permitting implications, and retrofit compatibility of the following, but not limited to (and/or other similar) technologies– Air cooling.– Closed–loop cooling.• Data collection, facility profiling, and gap analysis:– Compile facility specific operational data (i.e. water use, cooling load, equipment configuration, intake/discharge pathways, and wastewater reuse/reclamation abilities).– Develop facility profiles and identify retrofit feasibility tiers (e.g., “immediately feasible,” “moderate complexity,” “high complexity”).• Engineering and economic feasibility analysis:– Conduct engineering assessments for retrofits based on representative data center types and sizes.– Provide cost curves, capital and Operation and Maintenance (O&M) estimates, construction timelines, and lifecycle analyses.• Retrofitting plan – develop a comprehensive plan identifying:– Feasible retrofit approaches for each facility category.– Required timelines and stepwise implementation strategies.– Site specific or region–specific engineering considerations.– Permitting pathways for air, groundwater, and water reuse systems; and recommendations for phased compliance and monitoring., to include prioritization logic. (2) The contract period will be for one year. (3) A virtual optional pre–bid meeting will be held on July 17, 2026.
