(1) Vendor needs to provide state and federal lobbying consultant services to help coordinate and assist with lobbying activities at the state and federal level to the government authority located in Wayne, NC.– The firm or firms selected will provide intelligence and analysis regarding legislative policy changes that may affect the City; executive regulatory and enforcement actions that may affect the City; help plan and advise on policy initiatives that require the approval of state or federal appointed or elected officials; provide networking and engagement opportunities for the City; and other relatedactivities.– Develop and maintain relationships with elected and appointed members of state/federal government, and other governmental partners key to advancing the city’s interests;– Monitor state/federal legislative and regulatory issues with potential impact to the City; consult and advise on these issues as needed with city leadership;– Help coordinate and outreach with groups, cities, or influential individuals who have similar interests to the City of Goldsboro to create more effective partnerships;– Develop, at the direction of the City Manager and in coordination with the City Council, a list of capital projects that could be financed with funding support through government funding opportunities such as earmarks, legislative action, grants, or other opportunities.– Identify opportunities for the City to pursue that would result in positive recognition for the city, its residents, and other organizations(2) All question must be submitted no later than October 6, 2026.
