(1) Vendor needs to provide inmate commissary services and accounting system. – Provide a fully operational, flexible, secure and reliable inmate commissary services and inmate accounting system.– Vendor will be responsible at their expense to design an accounting program that will work with our current program, or at the Vendor’s expense contract with our Jail Management System provider (Central Square) for the development and maintenance of an accounting program that can be integrated with our Jail Management System.– The accounting system shall provide a detailed description of all accounting procedures, to include automated systems.– The accounting system shall provide the ability to manage and track inmate accounts, credits and debits made, as processed for agency Services provided or required by the courts, bail bonding processes with AllPaid and Ebonds, including but not limited to medical, haircuts, court fees, bonding, disciplinary reimbursements, garnishments, etc.– Technical support must be provided at no additional charge by the Vendor’s dedicated technical staff, 24 hours per day, 365 days per year via an 800–phone line.– The operating system should be based on Microsoft Windows.– All transactions must include an audit trail.– Identify which fields are typically pulled or updated from the Jail Management System.(2) All the questions must be submitted no later than August 28, 2026.(3) Pre–bid meeting will be held on August 21, 2026.
