(1) Vendor needs to provide economic development strategic plan development service. – Develop a comprehensive sun valley economic development strategy. • Existing conditions assessment:– Conduct a comprehensive assessment of agency's current economic conditions, including employment, business inventory, commercial vacancy rates, tax revenue, and demographic trends.– Evaluate existing infrastructure capacity (water, sewer, transportation) and its ability to support economic growth.• Market analysis:– Conduct a market analysis to identify target industries, commercial sectors and business types that are compatible with agency's community character and vision.– Evaluate the potential for mixed–use development along the agency.• Community and stakeholder engagement:– Design and implement a robust community engagement process that includes public workshops, stakeholder interviews, and surveys.– Ensure engagement activities are accessible and inclusive, reflecting the diverse demographics of the agency.• Economic development strategy:– Develop a comprehensive economic development strategy that includes short–term (1–3 years),medium–term (3–7 years) and long–term (7–15 years) goals.– Address the following focus areas at a minimum: Workforce development, commercial corridor revitalization, mixed–use development, affordable and workforce housing, small business development and retention strategies, recreation and tourism economy, transportation and multi–modal connectivity and infrastructure investment priorities.• Implementation plan: Develop a detailed implementation plan with prioritized action items, responsible parties, estimated costs and performance metrics.– Provide a framework for ongoing monitoring and evaluation of strategy outcomes. • Final report and presentations: Prepare a final written report documenting all findings, analysis, and recommendations.(2) All the questions must be submitted no later than October 14, 2026.
