Vendor needs to provide address validation services to the government authority located in Washington, DC.• The contractor shall deliver real–time and batch processing capabilities that standardize, validate, and enrich beneficiary mailing and residential addresses using multiple authoritative data sources –– not data alone consistent with the capabilities offered by leading commercial identity– and location–data platforms.• Batch address validation processing for periodic re–validation of all active beneficiary records, with a minimum batch capacity of 500,000 records per processing cycle.• Deliverability scoring and categorization (deliverable, undeliverable, vacant) for each address record.• Return of standardized address components including street number, street name, unit/apartment number, city, state, and ZIP +4 code.• Identification and flagging of commercial mail receiving agencies, PO boxes, and non–standard addresses.• Geographic geocoding (latitude/longitude) returned with each validated address record.• Multi–source data validation that cross–references address and identity data against multiple licensed or authoritative sources (e.g., USPS, property records, utility records) beyond postal data alone, to increase match confidence and reduce false positives.• Identity–linkage confidence scoring that evaluates the likelihood that a validated address is correctly associated with the individual record submitted, using configurable matching algorithms.• Audit trail and logging capabilities for all address validation transactions, including request payloads, verification responses, timestamps, processing status, and user/system identifiers, retained for a minimum of seven years.
