(1) Vendor needs to provide needs assessment services to the government authority located in Liberty, MO.• Data and criminal system analysis to identify key drivers of the jail population.• Space planning for carceral facilities and community–based facilities and services based on identified needs and recommended strategies.• Considering available space, budget, and other feasibility concerns.• Recommendations for policy, programmatic, and infrastructure strategies to address identified needs.• Recommend the types of facilities and programming necessary to address projected capacity needs.• Analyze criminal court measures by court and case type for both in–custody and out–of–custody defendants.• Develop and update a forecasting model that accounts for the advent of specialty courts in the criminal court system.• Extrapolate historic and current data to develop preliminary future projections.• Conduct interviews with staff.• Review current policy and procedure manuals.(2) A pre–bid meeting will be held on September 02, 2026.(3) All question must be submitted no later than September 07, 2026.(4) A contract period will be for one year.
