(1) Vendor needs to provide human resources information system implementation and ongoing support service. – Provide modern, comprehensive Human Resources Information System (HRIS) platform that will serve its workforce for the long term.– The objective is to increase operational efficiency, reduce paper–based processes, improve data accuracy, and provide employees and managers with meaningful self–service capability across all departments.– Provide HRIS solution that provides, at minimum, the following functional areas:• Core HR and Employee Records• Timekeeping and Attendance — including complex scheduling for Fire (56–hour shifts, FLSA 28–day period) and Police (comp time, special pay codes)• Payroll Processing or integration with payroll processor• Leave Management with electronic workflow• Recruiting and Applicant Tracking• Onboarding• Performance Management• Benefits Administration and Open Enrolment• Reporting and Analytics• Learning Management System (LMS)• Employee and Manager Self–Service• Mobile Application– The software must be user–friendly for employees to navigate on field devices such as smartphones and tablets without sacrificing critical data entry and access features.– The system must automate the full comp time cycle.– The system must provide a fully electronic leave request and approval workflow with configurable approval chains, automated escalation, and complete audit trail.– The system must provide fully electronic status change workflows with multi–level approval, system–enforced validation to catch errors before finalization, and automated reminders to approvers.– The system must provide or seamlesslyintegrate with an LMS that supports self–paced training with quizzes, event registration for instructor–led sessions, completion certificates, certification tracking with expiration alerts, and both pre–loaded and City–created custom content.(2) All the questions must be submitted no later than August 19, 2026.(3) An Optional pre–bid meeting will be held on August 12, 2026.
