(1) Vendor needs to provide construction consulting services to the government authority located in San Diego, CA. – Provide construction consulting services for the vacant property. • Preconstruction phase services:– Developing the preliminary construction budget and schedule of values for the project.– Providing independent construction cost estimates with a minimum of trade–level costs, general conditions, OH&P, contingencies, escalation, allowances, and exclusions at key design milestones.– Reviewing progress plans, documents, and design options, providing feedback on the plan documents at all phases of development when requested.– Evaluate systems, materials, constructions methods and alternatives.– Provide a preliminary construction schedule, lead times and risks.– Address scope exclusions, clarifications, and qualifications.– Assisting the LP with general contractor selection by providing bid analysis and participating in the interviews, developing construction contract.• Construction phase services: – General contract administration.– Evaluate change orders for entitlement, cost reasonableness, schedule impact and alternatives.– Review of monthly pay application against reported progress and documentation.– Monitor schedule, budget, contingency and projected final costs.– Attending regular construction meetings and provide written observations.– Assisting with problem solving, construction issues and disputes during construction.– Periodic status reports and substantial–completion/punch–list/final–payment/closeout support.(2) All the questions must be submitted no later than October 27, 2026.
