(1) Vendor needs to provide streaming media hosting, management and distribution platform.– Provide a media streaming platform that quickly and effectively distributes and manages the Federal Judiciary’s extensive media library for internal and public viewing. – Platform shall host and make available for on–demand streaming recorded audio and video– Administrative and technical support is required to ensure that all associated hosting services and are always functioning optimally. – Provide maintenance, recommendations, enhancements, backup/recovery, data integrity and security of servers and supporting components.– Platform shall include integrated HTML5 accessible video players that can be embedded on court internet andintranet sites as well as standalone platform hosted direct link pages– Platform shall be accessible to users and monitored 24/7/365 for any system failures, disruptions, or otherfunctional problems– Streaming platform currently requires approximately 17 TB of data storage forexisting media, 6,000 Gb for streaming bandwidth a month, and transcoding resources for the addition of up to 80 hoursof new content uploaded per month.– Support responsive web design players that scale up or down to fit screen sizes of any device, including personalcomputers, mobile phones, and tablets– Players function as expected with supported versions of modern desktop and mobile browsers, including but notlimited to Microsoft Edge, Chrome, Firefox, and Safari. – Players support mobile devices in full–screen mode, with playback controls.(2) All questions must be submitted no later than September 10, 2026
