(1) Vendor needs to provide cost and commercial management services to the government authority located in Bothell, WA. • Provide independent cost estimating, budget management, value engineering, procurement support, commercial advisory services, risk management, and construction cost oversight to help ensure the project is delivered on budget, minimizes financial risk, and maximizes value throughout planning, design, procurement, and construction.• Provide independent cost estimation.• Assist with contract packaging strategies.• Review solicitation and bid documents.• Identify practical, high–value cost–saving opportunities.• Proactively manage financial and project risks.• Support effective procurement and contracting strategies.• Critique contractor pricing and change orders.• Monitor ongoing budget performance against milestones.• Identify, quantify, and track cost and schedule risks.• Provide actionable mitigation strategies.(2) Pre–bid meeting will be held on August 27, 2026.
