This RFP is a supplemental bid for additional product lines to be added to the PA State PEPPM Contract beginning January 1, 2027. There are 114 product lines included in this procurement, of which 11 offer E-Rate eligible products and services. Each eligible product line has been added to the Form 470 as Category 2 for each unique category of service it serves, for both internal connections, and basic maintenance. Further, the product lines featuring network related equipment also are included as a Category 1 Network Equipment bid. Also, the form does not permit the addition of manufacturer name to the managed internal broadband category, so a single entry has been made for all product lines being bid representing that category. Vendors interested in adding equivalent product lines should note the specific process, requirements and timeline for doing so in the Bid Documents. The form does not permit the addition of manufacturer name to the C1 Network Equipment drop down, so a single entry has been made for all product lines being bid representing that category and those product lines are listed in the C1 narrative. / The current Form 470 format requires the unit quantity. The PEPPM Contract is bid on the quantity of one to establish a unit contract price. LEAs then conduct a mini bid process, described in the RFP Terms and Conditions, by seeking bids for specific products, services, quantities from all awarded product lines in the specific category. A single contract is then signed with the lowest responsible, qualified bidder. Note: the Form 470 states that the PA State PEPPM Consortium _ Central Susquehanna Intermediate Unit _ is the Billed Entity which is not accurate. Although CSIU will sign a single contract with the lowest responsible, qualified bidder for each product line, each LEA will sign its own separate contract with the lowest responsible bidder resulting from a PEPPM mini bid procurement and file the Form 471 as their own Billed Entity. / The Form 470 also requires the number of entities served. In PA, all public schools, nonpublic schools and libraries may purchase from this cooperative purchasing contract. However, more than 835 specific PA schools, libraries and consortia have submitted electronic E-rate Letters of Agency and may be use this contract for E-rate eligible purchases. Prospective bidders should note that this is the maximum number of entities that may be seeking mini-bids from awarded vendors, not the actual number of entities that will be requesting mini-bids.
