This is not a solicitation, Request for Quote. No contract will be awarded from this announcement, and no reimbursement will be made for any costs associated with providing a response.The U.S. Army Corps of Engineers is seeking to identify qualified small businesses (including 8(a), HUBZone, Service–Disabled Veteran–Owned Small Businesses [SDVOSB], and Women–Owned Small Businesses [WOSB]) capable of performing the control tower roof replacement project described below. The results of this market research will be used to determine the appropriate acquisition strategy, including whether a small business set–aside is warranted.2. PROJECT DESCRIPTION & SYNOPSISThis project consists of furnishing all necessary labor, materials, tools, supplies, and equipment for the complete replacement of the structural standing seam metal roofing system on the Control Tower Building (also known as the Operating House Building) located at Mosquito Creek Lake in Cortland, OH.The contractor will be required to complete all work within 365 calendar days after written Notice to Proceed (NTP).Major Technical Components of the Work:Demolition and Disposal: Complete removal and legal, off–site disposal of the existing standing seam metal roof panel system, box gutter, scuppers, and lightning protection system down to the original concrete roof slab.Structural Sub–Framing Refurbishment: Inspection of all existing light–gauge, cold–formed metal sub–framing. The contractor must replace up to 95 linear feet of framing members found to be rusted or deformed (defined as exhibiting visible deformation or corrosion resulting in a cross–sectional area loss of 25% or more). All remaining sub–framing must be cleaned of surface rust by wire–brushing and treated with an approved protective coating.Roof Deck Repair and Insulation: Repair, clean, and seal the existing concrete roof slab. The contractor must perform a 24–hour flood test to verify the watertightness of all repaired areas before insulation is applied. Following successful testing, a closed–cell spray polyurethane foam (ccSPF) insulation and moisture barrier system must be applied to the prepared roof deck to achieve a minimum thermal resistance value of R–30. The insulation must be protected from UV radiation and covered within 72 hours of application.New Standing Seam Metal Roof System: Design, furnish, and install a new, 22–gauge structural mechanically seamed, trapezoidal standing seam metal roof system with a high–performance 70% Polyvinylidene Fluoride (PVDF) finish. The new roof design will eliminate the existing box gutter, extending the roof area to cover the space previously occupied by it, and will incorporate new ridge and fascia ventilation, including a custom–fabricated, ventilated peak cap.Mechanical & Systems Rerouting: Rerouting the existing mechanical vent and exhaust pipes to penetrate through the masonry side wall of the tower instead of the roof deck. This includes core–drilling the masonry wall, complying with International Mechanical Code (IMC) clearances, repairing the masonry openings, and installing weatherproof vent hoods/wall caps with gravity backdraft dampers and insect/bird screens. It also includes installing a new gutter system along the bridge side of the building, and designing and installing a certified, UL–labeled Lightning Protection System (LPS) integrated with the new roof via non–penetrating attachments.
