(1) Vendor needs to provide state lobbying services to the government authority located in Charlotte, NC. – Provide lobbying, governmental affairs and public relations consulting services.• Governmental affairs and public relations expertise;• Political intelligence to inform decisions and strategies;• Introductions and relationship building with legislative and executive branch leaders through education about the agency, its missions, priority issues and constituents;• Representation before the executive and legislative branches of the state government, including accompanying County leaders, staff and key constituents when they visit state officials and members of the General Assembly (individual meetings and Advocacy Day events);• Assistance with positioning the agency as a leader and valuable resource for state leaders on priority issues;• Assistance with agenda development, legislative strategies and messaging;• Monitoring of legislative activity and state legislative committees with identification of potential legislation of interest;• Lobbying services to help advance the legislative agenda, including getting bills drafted and introduced and blocking harmful legislation;• Grassroots advocacy counsel and assistance, including Advocacy Day(s);• Weekly written reports during legislative session and• Presentations, reports and/or counsel for key agency officials and staff.(2) All the questions must be submitted no later than October 14, 2026.(3) A non–mandatory pre–bid meeting will be held on October 12, 2026.
