(1) Vendor needs to provide facilities usage fee justification study service to the government authority located in Rialto, CA. • Consultant will evaluate the district’s existing fee structure, calculate applicable direct cost and fair rental value rates, compare the district’s fees with comparable school districts, and provide recommendations for an updated fee schedule for consideration and approval by the district’s board of education.• Calculate legally supportable direct cost fees in accordance with the act and applicable regulations.• Calculate legally supportable Fair Rental Value Fees, where applicable.• Establish appropriate rates for the various types of District facilities.• Current facility–user classifications• Evaluate ancillary charges, including custodial, grounds, utilities, security, staffing, equipment, and other applicable costs.• Review the District’s existing user classifications and recommend revisions, if appropriate.• Facility inventory and facility types• District expenditure and cost information• Custodial, maintenance, grounds, utilities, security, staffing, and other applicable operating costs• Historical facility–use information, as necessary
