(1) Vendor needs to provide direct certification platform. – platform will create direct certification matches, which will be used to confer eligibility in child nutrition programs without requiring students’ families to submit household applications.– System shall utilize a state student enrolment data database to generate matches against source data received from partner agencies.– System shall also allow for a direct upload of enrolment data, so that sponsors have the ability to use the system for direct certification matching.– System shall ensure the matched data is accessible to Sponsors with and without a Point of Sale (“POS”) system.– Application Programming Interface (“API”) – machine–to–machine communication protocol totransfer data between systems.– Civil Rights – assurances that program beneficiaries and employees are not discriminatedagainst or denied benefits on the basis of race, color, national origin, age, sex, or disability.– Enrolment data – student data provided either by the sponsor user or the state that is usedin the system to link students to related source data to create direct certification matches.(2) All the questions must be submitted no later than November 12, 2026.(3) Pre–bid meeting will be held on November 5, 2026.
