RFP 902655 COMMUNITY OUTREACH AND EDUCATION FOR HEALTHY HOUSING AND LEAD SAFETY IN UNINCORPORATED ALAMEDA COUNTY

It is the intent of these specifications, terms, and conditions to describe community outreach and education for healthy housing and lead safety in unincorporated Alameda County, being requested by the Alameda County Healthy Homes Department (ACHHD), housed within the Community Development Agency (CDA). Contractor will conduct outreach, education, and engagement activities that promote healthy housing and lead safety in unincorporated Alameda County neighborhoods – Ashland, Cherryland, Castro Valley, Fairview, Hayward Acres, Hillcrest Knolls, San Lorenzo, and Sunol. The County intends to award a two (2)-year contract (with the option to renew for three [3] years) to the Bidder selected as the most responsive and responsible Bidder whose response conforms to the RFP and meets the County’s requirements. This RFP seeks to engage culturally rooted, equity-focused partners who can implement language-accessible, community-driven strategies to raise awareness about lead hazards and promote healthy housing practices. The goal is to increase engagement in lead prevention and healthy housing services, improve family awareness of blood lead testing, and support community understanding of housing-related hazards. This RFP is not for funding program development. Bidders must demonstrate the ability to implement a community-based Alinsky-style community organizing model that centers around developing local leadership from the target populations to deliver culturally and linguistically relevant services. Alinsky-style, similar to the promotora model, develops grassroots and local leadership from the target populations as trusted messengers to deliver culturally and linguistically relevant services. This model should be grounded in residents' lived experiences and emphasize peer-to-peer education, empowerment, and local leadership development.
