REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTANT) Senior Waste Management Policy and Institutional Development Consultant Country: Sint Maarten Project: The Sint Maarten Emergency Debris Management Project Assignment Title: Senior Consultant-Waste Mng Policy and Institutional Development Credit/Loan no. : TF-B9747 Reference no .: SX-NRPB-560450-CS-INDV The Government of Sint Maarten has received financing from the World Bank toward the cost of the Emergency Debris Management Project (EDMP) and intends to apply part of the proceeds for consulting services. The overall objective of the assignment is to engage a Senior Consultant to provide specialized technical and strategic expertise to support the implementation of activities aimed at strengthening the waste management sector. The Consultant will contribute to policy enhancement, capacity building and asset management within the Ministry of Public Housing, Spatial Planning, Environment and Infrastructure (VROMI) and other relevant government entities. The assignment will support ongoing operations and the establishment of a stronger institutional and policy framework for sustainable waste management and improved sector performance. The Supervision Consultant will deliver the following: Inception Report and Work Plan Develop a National Disaster Waste Policy (Activity E.1) Development of Terms of Reference for dedicated policy capacity (Activity A.3) Public guidance protocols for hurricane-related waste management and disaster readiness (Activity E.2) Final assignment report The Consultant shall ensure that all activities are implemented in accordance with the quality standards, time and budget elaborated in the contract document. The National Recovery Program Bureau (NRPB) now invites eligible consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection criteria are: Advanced degree in Environmental Engineering, Waste Management, Environmental Policy, Public Administration, Civil Engineering, or related discipline. At least 10 years of professional experience in disaster waste management, environmental governance, institutional strengthening, or related fields. Demonstrated experience in coordination across multiple actors. Demonstrated experience conducting standalone activities in a wide context, capacity-building initiatives, and policy advisory assignments. Experience in supporting government agencies in the development of policies and operational improvement programs. Strong stakeholder engagement, facilitation, analytical, and report-writing skills. Applicants are free to choose a format for their Expression of Interest. At this stage, Consultants are expected to provide: CVs including relevant information about qualifications and expertise, strategic competencies or achievements; Relevant references from previous similar projects/clients. NRPB reserves the right to invite any or all interested candidates to an interview. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 edition (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants as set forth in the Procurement Regulations.
