(1) Vendor needs to provide governmental affairs, evidence–based transportation studies, legislative affairs, international engagement and policy communications services to the government authority located in Washington, DC.– To assess the cost–effectiveness and economic impacts of transportation infrastructure investments.– To conduct policy analysis to assess how demographic, geographic, socioeconomic, industry, and technology trends are shaping transportation policy needs now and in the future. – To identify and assess options for paying for and efficiently delivering transportation investments, including innovative finance and revenue mechanisms. – To evaluate and analyze macro–level supply and demand relationships in multimodal freight flows, and assessing the infrastructure, safety, and economic ramifications of transportation policies, such as changes to truck size and weight limits.– To develop new tools and refine existing methodologies for quantitatively assessing the relationships among current and future highway investment, transportation system performance, and the economy.– To provide comprehensive project management support, ensuring effective planning, stakeholder coordination, schedule tracking, and documentation across agency initiatives.– To develop and improve strategic planning and performance management processes by providing facilitation support, process design, stakeholder analysis, and statistical analysis.
