(1) Vendor needs to provide local community benefits fund program evaluation services to the government authority located in California.– Provide performance measurement, tracking, and evaluation activities for the local community benefits fund, which distributes funding derived from the district’s community benefits penalty funds policy, as well as other enforcement–related funds, to support community–driven projects in areas disproportionately impacted by air pollution and environmental inequities.– Indicator tracking technical assistance for early stages of grant implementation, including support with logic model development, initial outcome definition, data collection and targeted capacity–building support such as trainings, one–on–one technical assistance, and group office hours.– Output tracking, analysis, and evaluation to provide ongoing support for long–term tracking, annual analysis, and periodic program evaluation of the local community benefits fund.– Support each grantee in adapting and applying the standard logic model template to reflect program goals and community priorities.– Logic model template development.– Grantee technical assistance and coordination, including logic model application.– Develop data collection strategy aligned with grantee logic models and selected indicators, including recommended data sources, collection methods, documentation standards, and approaches to promote data quality and consistency.– Develop simple, template‑based reporting tools with a shared core structure, customized for each grantee.– Output tracking, analysis, and evaluation.– Designing and delivering tools, data structures, and workflows that are scalable, generalizable, and adaptable for use across future grant cycles, minimizing the need for redevelopment.(2) All questions must be submitted no later than November 16, 2026.
