Flood Program Management Support

The West Sacramento Area Flood Control Agency (WSAFCA/Agency) in conjunction with the City of West Sacramento (City) invites qualified, interested firms to submit proposals for professional services to support WSAFCA’s and the City’s implementation and management of their overall flood program. The flood program includes the planning, funding, design and construction of single objective flood management projects as well as the development and implementation of multi-objective projects that incorporate ecosystem enhancement and increased recreational opportunities along with the primary objective of reducing flood risk. These flood projects are developed and implemented in close partnership with other local, state, and federal agencies. The flood program is transitioning from a locally-implemented program to a federally-implemented program. The selected firm is expected to support strategic planning, fiscal programming, and project implementation strategies. This management support contract is expected to provide resource management flexibility as well as a subject matter expertise with federal and state flood system management. Recent and relevant flood management project experience in the Central Valley of California and with the USACE is required. More details on the Agency's needs for this work are provided in the Scope of Work . Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal ("RFP") by the deadline below ("Proposal"). The Proposer selected by the Agency pursuant to the terms of this RFP and the Agency's contracting procedures, if any is selected, is referred to herein as "Contractor."
