(1) Vendor needs to provide employee benefits consultant services provide annual renewal analysis and negotiation, benchmarking against comparable public employers, wellness program guidance, open enrolment support, and year–round employee benefit communications to the government authority located in St. Louis, MO.• Recommend best practices, supported by data and client comparisons (benchmarking), for health insurance and other benefit and welfare programs, and provide benchmark and survey information to determine plan competitiveness and overall strategy.• Perform ongoing monitoring and evaluation of the benefit and wellness programs, and provide day–to–day guidance and advice to human resources and management on plan issues, escalated claims, and coverage questions as needed.• Assist human resources staff with the creation of requests for proposals and the evaluation of proposals received for carriers, third–party administrators, and vendors, consistent with applicable procurement policies and procedures.• Provide brokerage and placement services for the ancillary and voluntary benefits and discount programs, and support the administration of those programs.• Provide information and recommendations on successful wellness programs and initiatives, including program structure, offerings, incentive programs, and participation and usage tracking.• Provide year–round benefits and wellness communications support, including benefit guides, videos, interactive tools, and open enrolment and new–hire materials, to assure that employees are aware of and understand their benefit plans.(2) A contract period will be for three years.
