(1) Vendor needs to provide human resources and payroll consulting services to the government authority located in Montclair, NJ.• HR and Payroll Operations Assessment– A comprehensive review of current payroll administration, agency configuration, timekeeping,overtime, leave administration, benefits coordination, personnel files, policies and procedures, I–9 and employment compliance, and union–readiness. – Deliverables to include a written current state analysis, gap and risk register, prioritized implementation roadmap, and an executive summary suitable for board review. – The selected firm will assist the agency in implementing the assessment findings throughout the engagement.• Payroll Stabilization and Operational Support: Assumption of day–to–day payroll administration through a controlled shadow and transition process.– The engagement must be structured so that the agency can bring payroll back in–house at any time, supported by fully documented processes and procedures.• HR Compliance Consulting, Training, and Knowledge Transfer: Throughout the full 24–month engagement term, the selected firm will provide ongoing HR compliance and management consulting support as a standing service, not limited to payroll or technology workstreams(2) The contract shall be awarded for two years.
